Who is Pavel Durov?

Pavel Valeryevich Durov (born October 10, 1984) is the younger brother of Nikolai Durov and the founder and CEO of Telegram. A Russian entrepreneur and programmer, he built one of the world's most influential communication platforms — a messenger serving over 900 million users worldwide.

Early Life
